Barry received an undergraduate degree in political science from the University of California, Santa Barbara, a master's degree from The Ohio State University in public administration, and his Ph.D. in organizational behavior and administrative theory from the University of Massachusetts, Amherst. Barry has been a visiting professor at the Hong Kong University of Science and Technology, Sabanci University (Istanbul), and the University of Western Australia.
